CHINA’S OVERSEAS GOLD INVESTMENT STRATEGY UNDER “ONE BELT AND ONE ROAD”

China sits a top in gold production, consumption and import. The gold reserve of countries within “One Belt and One Road” amounts to 65% in the world, 39% in production, 51% in consumption according to the global gold reserve, production and consumption information. Those countries have potential in expanding production and markets. China’s most gold mines are small, low grade, and limited reserve, hard to meet gold demands in the future. It needs to import gold through overseas gold investment. Under “One Belt and One Road”, this paper analyzes their gold resource and production, market, investment environment among the countries within “One Belt and One Road”, and presents three priority overseas areas for gold investment, 1) Russia and Mongolia; 2) middle and western Asia, Kazakhstan, Uzbekistan, Kyrghyzstan, Tajikistan, Pakistan, and Iran; 3) South Africa, Ethiopia, Kenya, Tanzania and Congo. Investment strategy is also given for each area.

World Metal Statistics and China Custom data show a fast development of China’s manganese sector, with its production and import ranking top in the world. This paper, based on China’s manganese reserve, production, demand, import, import sources, and import prices, presents issues in China’s manganese resource. China lacks high grade manganese ore, out of supply, highlydependence on import. Import sources are concentrated in a few countries, with fluctuated prices and weak overseas resources. This paper presents suggestions on improving technical equipment, investing in rich manganese exploration, increasing its comprehensive use and mining overseas manganese resources.

China, as the world`s biggest consumer of nickel, is extremely scarce in domestic nickel resources with more than 90% depending on imports. This paper analyzes the distribution, characteristics and supplydemand relationship of Chinese nickel resources, and finds out that there exist some issues in the domestic nickel industry, such as the rising supply and demand gap, sole import source, irrational nickel industrial structure, lack of international pricing power and the poor development of recycling nickel. To solve the above problems, this paper proposes several measurements in increasing the intensity of nickel exploration, stressing the nickel resources development abroad, strengthening international cooperation, implementing multivariate import channels, optimizing traditional technical process, adjusting the industrial structure, developing unique nickel refining technology, improving recycling nickel resources. This paper aims to promote a healthy, stable and sustainable development of Chinas nickel resources industry.

This paper discusses the industrial situation of China's chrome resource from resources and supply & demand, which is marked by a shortage of chrome resource, highlydependence on export, lack of longterm stable supply. This paper presents some workable strategies from investing foreign chrome mines, diversifying export channels through global cooperation, intensifying internal survey and exploration, comprehensively developing associated chrome resource and reducing waste, raising recovery of low grade ores, recycling the chromiumbearing wastes and setting up strategic reserve. This paper aims to offer reference for the healthy growth of China's chrome industry.

The public interests and openness of library has been universally accepted. In the today’s information technology times, the OAI protocol which displays the public interests of digital library develops. As a protection on network copyright is being intensified in China, a conflict between intellectual property protection and public interests is forming and deepening. This paper establishes a protection mechanism adapted to China’s situation, stick to integration of copyright and public interests, explores an easy way in digital empowering, promotes the traditional publishing to digital, and establishes laws in protecting digital copyrights. 
